William S. Spotswood, Jr.
Bill Spotswood earned a Bachelor of Science degree in Mechanical Engineering from the University of Virginia School of Engineering in 1973 and received his Juris Doctor degree from the University of Virginia School of Law in 1976. Bill Spotswood started working for GovTools in 1976 upon graduation from law school.

J. Randall Spotswood
Randy Spotswood earned a Bachelor of Science degree in Commerce (finance) from the McIntire School of Commerce at the University of Virginia in 1977. Randy Spotswood started immediately with GovTools in 1977 after graduation from college.

Adam Rotruck
Adam Rotruck began his career at GovTools in March of 2008 after graduating with a BA from George Mason University. Adam is now the Director of Sales at GovTools, leading business development efforts for both GovTools and their Partners. Adam’s strengths include Technical Proposals, DLA / GSA Contract Management, and Outside Field Sales. Adam fosters a team environment with each of GovTools’ Partners to help them seek and secure new opportunities in the DOD and Federal Law Enforcement market.
Adam provides guidance and understanding of Federal procurement regulations and contracts including the FAR, DFARS and GSA Multiple Award Schedules . Adam assists Partner suppliers with sales forecasting based on Government/DOD spending trends and overall market shifts to new theaters of operation.
Adam is a two-time awardee of Sales Rep of the Year for Gerber, one of GovTools’ Partner suppliers. Adam’s training includes Basics of Government Contract Administration, Basics of Government Contracting - Federal Publications Seminars, GSA Business Breakthrough Workshop Series, and MAS Boot Camp – Achieving Success in Business Development Contract Management.
Adam lives in Northern Virginia with his wife and two sons, and when he’s not working he enjoys traveling, golfing, hunting and fishing.

John Bailey
John Bailey is a US Military Veteran having served in both the US Navy and US Army from 1995 to 2006. His service included combat tours throughout the Middle East to include Operation Enduring Freedom Afghanistan.
John counts his time served as a Scout with the US Army's 10th Mountain Division as one of his fondest military experiences.
After completing his military service John was a Private Security Specialist on several Department of State contracts, notably at the US Embassy in Kabul Afghanistan.
Since 2012 John has worked in support of the Department of Defense and Federal Government agencies in the areas of business development, sales and manufacturing of operational equipment.
John serves Govtools partners and government end users by bringing a wealth of operational experience serving as an SME on mission critical equipment while also providing a keen understanding of Government contract vehicles and procurement processes.
